Like the Peace Corp, JFK established USAID. He intended both of them to help real people in developing countries. Good intentions gone bad. It seems that USA "intelligence"--CIA, etc.--saw both organizations as yet another way to infiltrate, exploit and corrupt, all under the cover of containing communism. USAID was told to leave Bolivia and other Latin American countries because they saw USA personnel fomenting chaos under the guise of spreading democracy. JFK talked about breaking the CIA into tiny pieces and scattering them to the wind. Frank Church tried hard to deal with CIA misbehaviors by establishing congressional oversight. Unfortunately, it appears that the CIA also co-opted Congress. USA foreign policy needs to be ... reformed seems too little. The USA needs to recognize and admit to its coercive behavior towards foreign countries, especially developing ones. Why Trump picked USAID to dismantle I haven't a clue, but it is my understanding that people in some other countries are not sorry he did.
